The report, Driven By Debt: Dallas, shows the devastating effect the OmniBase program has on low-income Dallas residents, who lose their ability to get their licenses if they cannot afford to pay fines and fees. The report also notes that "[w]hile Black individuals make up only about 25 percent of the Dallas population, almost 60 percent of OmniBase holds in Dallas Municipal Court were against Black individuals in 2017."
